The Safety at Sports Grounds Act 1975 defines a sports ground as:

“A place where sports or other competitive activities take place in the open air and where accommodation has been provided for spectators, consisting of artificial structures or of natural structures modified for the purpose’.

The specific legislation for sports grounds is supported by The Guide to Safety at Sports Grounds (Usually referred to as the Green Guide) and, whilst the contents of this guide have no

legislative force, failure to achieve the standards contained therein will often indicate a shortfall in compliance.

The act applies to a wide range of sporting venues

and those responsible for such premises need to be aware of the responsibility they have towards spectators. In addition to this general responsibility, the venue may require a Safety Certificate (issued by the local authority).
